Strengthening Regional Health Planning in CALABARZON

In 2016, we supported the Department of Health Regional Office IV-A in crafting its Strategic Plan for 2017 to 2021. The goal was to provide a clear direction for health programs and services across the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon. This roadmap was developed to ensure that health services become more available, accessible, and affordable, helping families stay healthy and contributing to the region’s overall growth.

What We Contributed

Our team guided the technical process from start to finish. We facilitated planning workshops, led regional consultations, and produced the final plan document. Each step was aligned with national health priorities while reflecting the specific needs and capacities of CALABARZON. The plan was designed to be both realistic and responsive, with actionable strategies for local governments and health providers.

What the Plan Focused On

The Strategic Plan identified key priorities across several program areas including infectious and non-communicable diseases, family health, health promotion, licensing and regulation, local health system development, and support for health management operations. Specific goals included reversing the spread of HIV and tuberculosis, boosting deworming and immunization coverage, improving maternal and child health, and expanding PhilHealth membership to ease financial burden on families.

How Collaboration Was Promoted

A major strength of the plan was its strong emphasis on partnership. It called for continuous collaboration with local government units, national agencies, development partners, and communities. This collective effort aimed to improve monitoring systems, encourage data-informed decisions, and reinforce service delivery across the region’s health facilities.

How Emergency Readiness Was Addressed

Emergency preparedness was also a priority. The plan supported the enhancement of surveillance systems, integration of telemedicine in remote areas, and setup of incident command systems to help manage disasters effectively and protect communities during emergencies.

What This Means for the Region

Through this initiative, we helped Region IV-A set a firm foundation for transforming its health systems. Clear goals, evidence-based strategies, and cross-sector collaboration are central to ensuring that health programs truly meet the needs of every Filipino in CALABARZON. We remain committed to supporting local governments in building healthier and more resilient communities.
