APMARGIN is a Filipino NGO established by graduates of the Philippine Field Epidemiology Training Program (FETP), registered with the Securities and Exchange Commission (SEC). We implement donor-funded public health programmes in partnership with the Department of Health (DOH) and international health institutions, including WHO, USAID, and GIZ. We are seeking a Corporate Treasurer to take on board-level responsibility for the sound financial management, regulatory compliance, and financial reporting of the organisation.

Maintain complete and accurate accounts of all receipts and disbursements; oversee monthly reconciliation and ensure sufficient liquidity for operational and programme obligations
Prepare and submit financial reports, statements, and regulatory filings including SEC annual reports and BIR tax obligations; present annual financial statements to the Board of Directors
Ensure financial management practices for all donor-funded projects comply with applicable donor regulations; review project budget utilisation and liquidation documents and flag any irregularities
Develop and implement financial policies and internal controls to safeguard organisational assets; advise the Board on financial risks, opportunities, and strategic financial matters
Attend all regular and special Board meetings; ensure all regulatory filings are submitted accurately and on time; coordinate with the external auditor for the annual independent financial audit

Education

Bachelor's degree in Accounting, Finance, or Business Administration required. Certified Public Accountant (CPA) strongly preferred. CFA or equivalent professional certification is an advantage.

Experience

Minimum 5 years of progressive experience in financial management or accounting. Prior experience in NGO financial management or donor-funded programme accounting strongly preferred. Experience serving in a board or governance role is an advantage.

Technical

Proficiency in financial management software (QuickBooks, Xero, or equivalent) and Microsoft Excel for financial modelling, budget tracking, and reporting.

Regulatory knowledge

Strong working knowledge of SEC (Revised Corporation Code), BIR tax filing requirements, BSP regulations, and applicable financial compliance obligations.

Professional

High integrity and commitment to financial transparency. Ability to manage multiple reporting deadlines simultaneously and communicate complex financial information to non-financial audiences.
